City Leadership Appointments Announced

(Batesville, IN) – Mayor John Irrgang  has announced two additions to the City of Batesville’s leadership team: Angela Linville, who has been appointed Economic Development Director, and Terry Knueven, who joins the city as Water Utility Manager.

Linville brings more than two decades of senior leadership experience to her new role, the majority of which was gained in financial services.

She has held national director-level roles across global financial services and banking, leading large-scale operations, strategic initiatives, and high-stakes regulatory work throughout her career.

Most recently, she served as the City’s Community Development Director, where she authored the research, demographic analysis, and goal framework behind Batesville’s Economic Development Commission (EDC) strategic plan.

In her new role as Economic Development Director, Angela will work alongside the EDC and Redevelopment Commission to identify growth opportunities, move high-impact projects forward, and position Batesville for sustained success.

Linville and her husband, John, have three children who’ve attended Batesville High School and are involved in the community through a number of volunteer roles.

“This is an opportunity to help drive initiatives that will have a lasting positive impact on the quality of life for the people in Batesville,” Linville said. “That’s what matters to me.”

Knueven joins the City of Batesville with 28 years of experience in water and wastewater utilities.

He spent 23 years as Superintendent of Utilities for the Town of Sunman, where he originally obtained his licenses in both water and wastewater operations, before serving five years as Water Utility Manager for the City of Harrison, Ohio.

Knueven says his decision to join Batesville was rooted in something personal.

“I missed working withinthe community where I live,” he said. “Working out of town just isn’t the same as working for your own community.”

In his new role, Knueven’s priorities include earning the trust of the water and gas team, and drawing on experience from both small and large systems to improve safety and service for Batesville customers — while maintaining the quality the city has long delivered.

Knueven grew up outside of Sunman and has family ties to the Batesville area.

He and his wife Tina, a nurse at the Hansen Center, have been married more than 25 years. They have four children — Zach, Alyssa, Faith, and Olivia — and six grandchildren. The family now lives in the Oldenburg area.

Outside of work, Knueven enjoys camping, sports, spending time with family, and semi-competitive shooting. For a decade, he also hosted lawnmower races at his home twice a year.

Mayor Irrgang expressed enthusiasm for both appointments.

“These are exactly the kinds of people we want supporting Batesville — experienced, community-minded, and committed to the work,” he said.
