The Senate Rules Committee voted to advance HJR-3 to the full Senate. The proposed ban on same-sex marriage amendment was voted 8-4 in favor.
No amendments were offered in the senate committee, but the second sentence of HJR-3 regarding civil unions could be reinserted before it makes it to the senate floor.
In its current form, the measure would insert a new line in the Indiana Constitution defining marriage between only one man and one woman.
If the senate passes the bill as it is currently amended, it could make it voters for final approval in 2016.

The Senate Rules Committee in Indianapolis is hearing testimony from people on both sides of the same-sex marriage amendment on Monday.
Currently, HJR3 defines marriage as between one man and one woman.
The house approved the measure last month after removing a sentence that would have banned same-sex civil unions that are similar to marriage.
Senator Jean Leising (R-Oldenburg) recently released a survey asking for input from residents in her district.
“I had about two thousand people respond, and about 75 percent of those people wanted the opportunity to vote on the same-sex marriage amendment on the November ballot,” Sen. Leising indicated.
The Senate Rules Committee is expected to take a vote after hearing public testimony on Monday.
