Convicted sex offender sentenced for failing to register

BROOKVILLE, IN — A convicted sex offender from Laurel has been sentenced to prison for a registration violation.

Fifty-six-year-old Allen Issacs (pictured) was sentenced by Franklin Circuit Judge Clay Kellerman to four years in prison with one year suspended to probation after Isaacs was found guilty of Failure to Register as a Sex Offender, which is a Level 5 felony.

The case stemmed from a sex offender registration check-in in early 2020, in which authorities determined that Isaacs failed to register with the Franklin County Sheriff’s Office and provide his address.

Prosecutors say Sheriff’s Deputies and Indiana State Police Detectives responded 45 times in a one-week period to Isaacs’ registered addresses and were not able to find him or his registered vehicle.

Officers responded morning, noon, and night throughout the week without success.

During the investigation, they learned that Isaacs was at an unregistered address near Laurel Elementary School.

Chief Deputy Prosecutor Molly Brier presented the state’s evidence during the trial and praised the eight local officers who conducted and assisted in the investigation and Isaacs’ conviction.

“I cannot commend the Franklin County Sheriff’s Office or the Indiana State Police Detectives who assisted in the investigation enough,” Brier said. “Forty-five times they put their other duties on hold to try and confirm someone was living where they’re supposed to be.”

“These laws exist to protect the community from a particularly dangerous class of criminal—convicted sex offenders,” said Franklin County Prosecutor Chris Huerkamp. “From my experience, our Sheriff’s Office does an excellent job of keeping tabs on exactly where these people are, investigating violators, and providing the prosecution with the evidence necessary to sustain a conviction.”

Franklin County Sheriff Pete Cates noted that while his office directed the investigation, he acknowledged the assistance provided by Indiana State Police.

Court documents indicate Isaacs was originally convicted of Child Molesting in 1996 and was previously convicted of a registration offense in 2015.
