
(Indianapolis, IN) – Sergeant Paul Waller with the Ripley County Sheriff’s Office was among 40 recent graduates of the Indiana Sheriff’s Association West Point Leadership Cohort (pictured).
He joins three other members of Sheriff Rob Bradley’s Command Staff who have graduated this course.
This is ISA’s third West Point Leadership class – bringing the organization’s three-year total to more than 150 graduates.
The West Point Leadership program, delivered in partnership with the National Command & Staff College (NCSC) – adapts proven leadership principles for public-safety professionals through structured online learning, instructor facilitation, and applied assessments that reinforce daily leadership practice.

The course was led by Dr. Dave Mather (Ed.D.), a nationally respected public-safety leadership instructor and certified Master Instructor for the International Association of Chiefs of Police’s Leadership in Police Organizations (LPO) program.
A former police commander, Dr. Mather brings more than three decades of service and has supported hundreds of agencies with executive coaching and leadership instruction—grounding classroom concepts in real-world complexity.
