Former Decatur Co. Commissioner Accused of Creating False Invoice

(Greensburg, IN) – A former Decatur County Commissioner is accused of overcharging the county on a fraudulent invoice for a piece of highway equipment bought through an online auction in November 2024.

66-year-old Mark Koors of Westport is facing felony counts of Official Misconduct, Forgery and Theft (all Level 6).

Indiana State Police detectives began an investigation back in January into allegations of theft and forgery that occurred in Decatur County late last year.

County officials alleged that while acting in his role as a county commissioner, Koors forged documents and defrauded the county, which resulted in the theft of funds.

Court documents indicate Koors offered to bid on a loader on behalf of the Decatur County Highway Department through an auction website, on which he already had an account.

He allegedly turned in an invoice to the county that listed the price as $19,525 for the piece of equipment.

But court documents claim it was purchased for $8,305.

It is also alleged that Koors wrote a check to the county to make up the $11,220 difference after the discrepancy was discovered by the county auditor, but investigators examined his bank account and discovered that he did not have enough funds to cover the transaction for the equipment.

Koors was arrested and booked into the Decatur County Detention Center shortly before 7:00 Thursday morning.

At his initial hearing, bond was set at $7,500, with 10 percent cash allowed, by Judge Matthew Bailey.

A jury trial is scheduled for January 26 in Decatur Superior Court.

Current Decatur County Commissioners issued a statement through County Attorney Chad Smith that reads they are aware of the criminal charges filed against Mark Koors, and the county cooperated with the state police investigation.

Commissioners also say they will make no further comment while the matter is pending.
