Lawrenceburg Man charged will alleged voter fraud

Lawrenceburg, IN — Dearborn and Ohio County Prosecuting Attorney Lynn M. Deddens announced that Troy A. Kemper, 58, of Lawrenceburg, has been charged on allegations of Perjury and  Voting Under a False Name in connection with alleged voter fraud prior to the 2019 city general election.

After noticing irregularities in the ballot requests submitted by Kemper, Gayle Pennington, the Clerk of Courts submitted the absentee ballot requests to the Dearborn County Election Board. The Election Board is comprised of both Democrats and Republicans. As contained in the Probable Cause Affidavit, together the Election Board reviewed the voter’s signature cards to the absentee ballot requests submitted by Kemper. The Election Board determined that the signature on the voter registration did not match the applications that were being submitted by Kemper. As a result, the Election Board rejected all of the ballot requests and ordered the Clerk to send letters to each voter advising them that their request for an absentee ballot was denied.

Indiana State Police initiated an investigation and the detective was able to locate numerous residents of the City of Lawrenceburg. The residents alleged that they did not request an absentee ballot, they did not give Kemper permission to submit a request for an absentee ballot on their behalf, nor did they sign or fill out the requests for absentee ballots submitted by Kemper for the November 2019 City General Election.

The charges were filed in Dearborn Superior Court II and Kemper was arrested on Tuesday.
