Stenger says his family was on the first floor and noticed nothing. The U.S. Geological Survey reports the earthquake measured 3.8 on the Richter Scale, and occurred at 3:18 p.m. It’s epicenter was northeast of Montezuma, Indiana, near the Indiana/Illinois state line, in the center of the state.
