Batesville Council Approves Resolutions

(Batesville, IN) – Batesville City Council approved two resolutions Monday night – one an appropriation reduction for 2026, and appropriations and tax rates for ’27.

Clerk-Treasurer Brad Marcy says the city has a Rainy-Day Fund from which they don’t plan to spend any money this year.

He says in order to budget those funds for the coming year; they have to do an appropriation reduction.

“Which basically says, we appropriated our money. We told the state we’re going to spend this amount of money. So when they go to approve our budget for next year, we told them we are spending that, so therefore, we can’t spend it next year, so we have to do an appropriation reduction that says we’re not spending it. So those funds are available to use in the prior year,” Marcy said.

He added the appropriations for 2027 were presented at the city budget hearing in August, with a six percent increase to the rate, which isn’t necessarily what taxpayers will pay.

“So, that is the price for the whole appraised value of all of the property, so as more properties are added, that appraised value goes up,” Marcy said. “We appropriate for dollars needed. If more houses go up, even if the rates increase, it doesn’t necessarily mean the taxpayer pays extra, it just means that’s what’s needed to get us to that additional rate, based on the current appraised value.”

As a result of council’s vote, Marcy says $400,000 in Rainy-Day Funds and $160,000 in cigarette tax dollars will be made available for next year.
