(Statehouse) – Gov. Mike Braun has ceremonially signed a law sponsored by State Rep. Alex Zimmerman (R-North Vernon) to protect public spaces and give law enforcement more flexibility in helping homeless Hoosiers.
Senate Enrolled Act 285 prohibits unauthorized camping or sleeping in public spaces and ensures individuals experiencing homelessness are connected to resources.
Before issuing a citation, law enforcement must give a first-time offender a warning and assist them with transportation options to a shelter and other support services.
According to the U.S. Centers for Disease Control and Prevention, those who are homeless often struggle with mental health issues. These issues can be exacerbated by prolonged time without shelter.
“This law is a balanced approach that helps those experiencing homelessness get access to the resources they need while also upholding public safety in our communities,” Zimmerman said. “By prioritizing intervention and support, we can hopefully reduce homelessness through treatment and care, with any potential enforcement action as a last resort.”
Zimmerman said by focusing on intervention and support resources, the new law is targeting a common factor among those experiencing homelessness: mental health issues.
