FC Board Member Earns State Recognition

(Brookville, IN) – Franklin County Community School Corporation board member Kevin Kaiser has earned the Indiana School Boards Association’s (ISBA) Exemplary Governance Award (Level 4), the highest level of recognition awarded to individual board members.

Kaiser is one of just 59 school board members statewide to earn the Level 4 distinction for 2025.

He reached this milestone within his first three years of service—an accelerated pace that reflects a proactive approach to board leadership and accountability—and has continued to build on that
commitment, accumulating 255 professional development points through ISBA seminars, workshops, conferences, and legislative engagement.

The Exemplary Governance Award is based on a board member’s participation in ongoing professional development focused on governance, policy, and student outcomes. The Level 4 designation requires more than 225 points and represents the highest standard of achievement within the program.

“Serving on the school board comes with a responsibility to be informed and engaged,” Kaiser said. “Professional development isn’t just a requirement—it’s part of doing the job well and making decisions that are in the best interest of students and the community.”

“Continuous learning that evolves alongside the complex needs of students and communities is the foundation for effective school governance,” said Steve Horton, ISBA Director of Board Services. “Prioritizing professional development allows board members to be more than overseers and become leaders capable of driving meaningful change that improves student outcomes.”

Kaiser’s continued investment in professional learning reflects a commitment to strong governance, accountability, and long-term planning for the district.

Kaiser previously served two years as president of the finance board, was elected board president in his third year, and is currently serving in his fourth year as legislative liaison.
